is not made clear the Board anticipate that difficulties
may arise from dual responsibility as between, for example, the Principal and the Registrar. Moreover, the Vice-
Chancellor should also have power to act in all urgent cases involving the discipline of the students or servants and indeed in many other cases. Perhaps the possibility of the danger anticipated might be avoided if there were added to the Ordinance or to the Statutes a clause to the effect that the Vice-Chancellor is the chief adminis- trative officer of the University and shall have such powers and duties as the Council shall assign to him, but the Board consider it of great importance that the position of the Vice-Chancellor should be placed beyond all reasonable doubt.
